Cosmetics are classic FMCG, but they're also one of the most demanding categories to clear through customs. A single ingredient or label wording can trigger a hold or a return, so it pays to check everything before the shipment even leaves origin.
1. Responsible-seller registration
To distribute cosmetics in Korea, the importer needs to be registered as a Cosmetics Responsible Distributor with the Ministry of Food and Drug Safety. Without this registration, clearance simply won't proceed, so confirm it's in place before goods ship.
2. Full ingredient list and Korean labeling
- All ingredients must be listed in descending order of concentration, including mandatory allergen disclosures.
- Cargo that arrives without Korean-language labels needs relabeling in bonded storage, which delays release.
- Also confirm the batch number, expiration/manufacture date, and usage precautions are properly disclosed.
3. "Functional" cosmetics face extra review
Products claiming whitening, anti-wrinkle, or UV-protection benefits are subject to a different review and reporting process than standard cosmetics. Classifying your product's category up front avoids unexpected delays.
4. Confirm HS code and duty rate early
Cosmetics HS codes are subdivided by product type (basic skincare, makeup, hair care, etc.), and duty rates vary accordingly. Confirming the exact rate ahead of time makes cost planning far more accurate.
